Arriving in Rotterdam

Rotterdam -  When arriving at Rotterdam Centraal by metro, one arrives at the top of these stairs. Standing on the stairs one overlooks the site of the station under construction. And the hurdles to take.The man in the red jacket on the right seems to walk to the stairs. He seems confident.Is he on his way back home? Did he succeed to jump over the pool when arriving to the station earlier today?
