How ready is ready?

Lagos -  Almost everywhere you go in Nigeria you are likely to find signs like this (FOOD IS READY) it’s about the most enterprising business for small scale people mostly women and sometimes men too. Is the food really ready? Here we do not see any people coming in or out.
