Rules & regulation: or not?

Rotterdam -  In front of the dumpster you see a daiper. This is one of the daipers I found on the street. Somebody put it there or maybe a dog lost it... We can think this isn’t morally the right thing to do. But when a lot of people do it, who decides what is right and what is wrong?
