The Police
Every where in the city there are signs telling you what you should (but mostly shouldn’t) do. Some of them are placed by the local goverment, others by residents or shop owners.
It looks like the shop owner tried to make his sign look more official by putting the police logo underneath, like an autograph.
....
But maybe, I'm all wrong. Maybe these photocopies are handed out by the police to put behind your window. Fact is anyway that the owner, even though  the printout is hanging on the inside, took the effort to put it in a plastic folder in order to keep it clean and dry.
